Goals, Objectives, and Lines of Activities of the RHD Foundation

At the RHD Foundation, our purpose is to promote housing development, greenfield urbanization and brownfield regeneration, utility infrastructure solutions (including communications networks), construction of facilities responding to social needs, modernizing of transport infrastructure (hereinafter referred to as infrastructure), manufacturing of construction material, supplies, and structures for housing development, along with supporting future growth of new trading estates, high-tech business parks, business incubators. Our initiatives are arising from our commitment to improving quality of people's life whether individuals or communities and aimed at safe and secure living space and conditions for the benefits of everyone.

Our overriding goals are to make our contribution to:

1) Benign market environment around plots of lands dedicated for housing estates including integrated housing development or built environment of business, social or other use as a part of our strategy aimed at fundamentally sound housing market;

2) Supporting of activities relevant to space planning, urban growth mapping, land planning and architectural and structural design including producing documents relevant to land planning, urban growth mapping and leveling;

3) Supporting of landscaping via infrastructure development;

4) Supporting of authorities and municipalities, natural monopoly bodies, utilities, design, construction, loan, finance and other companies and institutions to bring obtaining approvals for programmes relevant to housing development, manufacturing of construction material, supplies, and structures for housing development, establishing of new trading estates, high-tech business parks, business incubators and other initiatives of site development in line with programmes of integrated social and economic development at the level of the Russian Federation constituents, municipalities, utilities and infrastructure;

5) Promotion of power saving and environmentally friendly construction best practices and materials to be implemented among housing development industry.

The RHD Foundation lines of activities

To achieve the above goals and undertake certain tasks the RHD Foundation:

1) Sells rights to conclude tenancy agreements on plots of lands the titles of which were transferred to the RHD Foundation by the Russian Federation as property deposits (hereinafter referred to as the RHD Foundation plots of land) at auctions in view of further integrated development of the plots of land for housing development.

2) Sells the plots of lands the titles of which were transferred to the RHD Foundation in accordance to Part 6 of Clause 14 of Federal Law No. 161-FZ dated July 24, 2008 at auctions alongside selling rights to conclude tenancy agreements on plots of lands in view of housing development including integrated development aiming at housing development.

3) Sells the plots of lands owned by the RHD Foundation at auctions to locate facilities manufacturing construction material, supplies, and structures for housing development, to set up trading estates, high-tech business parks, or business incubators, or to initiate other construction activities along with selling rights to conclude tenancy agreements on plots of lands.

4) Sells such the RHD Foundation assets as real estates and associated plots of land owned by the RHD Foundation where located these estates.

5) Offers some plots of land owned by the RHD Foundation and meant for infrastructure development under free use terms while construction is in progress.

6) Transfers the plots of land owned by the RHD Foundation against no consideration to public or municipal domain, plots of land owned by the RHD Foundation if these ones were occupied with public or municipal infrastructure, located within the boundaries of some proposed public areas (as a result of adjustments or a newly born initiative) as well as sells plots of land owned by the RHD Foundation if these ones accommodates some private infrastructure and are not subject to transferring into public or municipal domain.

7) Allocates plots of land reducing public plots of land which are subject to transferring to the RHD Foundation assets.

8) Sends the proposals specified in Part 7 of Clause 11, Part 6 of Clause 14 of Federal Law No. 161-FZ dated July 24, 2008 to the Interdepartmental Plural Executive Body authorized by the Government of the Russian Federation (hereinafter referred to as the Interdepartmental Plural Executive Body).

9) Monitors powers exercised by governmental authorities at the level of the Russian Federation constituents in terms of management and disposal of the state-owned plots of land and other real estates.

10) Pledges plots of lands owned by the RHD Foundation including the plots of land owned by the RHD Foundation which accommodate the RHD Foundation real estate assets.

11) Purchases plots of land and other real estate assets to support the RHD Foundation activities.

12) Purchases plots of land to erect infrastructure, also the Foundation is involved in infrastructure construction funding.

13) Arranges tenders for architectural concepts and design documents for housing diversified in terms of end-user income and reserves rights to the design documents for further re-implementation in the Russian Federation.

14) Initiates software development to manage (Computer-Aided Management) projects attributed to housing development, manufacturing of construction material, supplies, and structures for housing development, setting up new trading estates, high-tech business parks, business incubators.

15) Produces and provides to governmental authorities and municipalities some guidelines and other documents relevant to land planning, urban growth mapping and leveling, to programmes of integrated development of municipal utility infrastructure, along with other documents to implement objectives and tasks stipulated by Federal Law No. 161-FZ dated July 24, 2008.

16) Promotes, monitors and produces forecasts relevant to markets of available housing and housing under construction, construction material market, market of supplies and structures, manufacturing for housing development, also the Foundation is involved in advertising and exhibition activities to implement objectives and tasks stipulated by Federal Law No. 161-FZ dated July 24, 2008.

17) Promotes power saving and environmentally friendly construction best practices and materials and associated goods and intellectual products on the markets of available residential properties and housing under construction along with the markets of construction materials, supplies and structures.

18) Develops and implements programmes to stimulate the demand for various kinds of residential properties via use of power saving and environmentally friendly construction best practices and materials for people diversified in terms of social status.

19) Invests into construction projects and residential properties.

20) Implements other lines of activities required to implement objectives and tasks stipulated by Federal Law No. 161-FZ dated July 24, 2008 and defined by resolutions by the Government of the Russian Federation.
